APS6 HR Business Partner

    Our Federal Government client, based in their Midland office, is seeking an experienced HR professional for a 2 year contract start in June 2019 through to June 2021.

    As the HR Business Partner you will be responsible for:

  • Provide HR support to senior business leaders, managers as well as employees in the allocated business area on a range of people issues in line with HR policies, practices and relevant legislation.
  • Review and provide input into HR policies and procedures to ensure practices are compliant with current legislative requirements, APS Guidelines and Agency culture and values.
  • Educate, coach and provide clarification to managers and employees in the use of HR policies, practices and processes including performance, employment conditions and entitlements.
  • Establish and maintain effective relationships with internal and external stakeholders both within the state or national office network.
  • Work collaboratively with other People & Culture teams to ensure alignment, knowledge sharing, and to build understanding of business needs.
  • Provide case management support for performance improvement.
  • Research and investigate queries from managers and employees relating to HR issues and assist with the formulation of response strategies.
  • Provide analysis of reports regularly on a range of HR metrics, activities and processes.
  • Participate in national HR community of practice meetings and activities.

    To be considered for this role, ideally you will have:

  • Experience working in a HR environment, preferably in a public sector organisation.
  • Working knowledge of HR systems such as SAP.
  • Experience in supporting people and organisational change projects.
  • Good knowledge of the relevant legislation, agreements and policies that underpin employment conditions and people management accountabilities.
  • Experience in supporting performance management and dispute resolution.
  • Ability to coach and educate leaders around good people practice.
  • Relevant tertiary qualifications in HR or equivalent experience.

    Our Federal Government client, based in Geelong, is seeking an Agile expert to work across the Participant Pathway Design Scrum Teams providing agile coaching support with a strong focus on delivery.

    You will be a key partner to the Branch Manager and Product Owners, while also representing the voice of participants and stakeholders. This position will help drive adoption of agile principles and leading practices, resulting in capability uplift across the Participant Pathway Program and related branches across the organisation, with the end goal of accelerating participant value. You will embed a culture of learning, empowerment, rapid experimentation, adaptability and collaboration within the Scrums.

    You will:

  • Have demonstrated experience in a Scrum Master or Agile Coach role within a complex, customer led business transformation program
  • Be accountable for organising your own workflow and for making decisions in relation to your work area and team plans to support program, project and team outcomes
  • Promote collaboration, alignment and knowledge sharing between Scrums and their stakeholders

    Our client, a local government organisation based in Cowra, is seeking an experienced Management Accountant, for a permanent ongoing role in their dedicated finance team.

    Working over a 9 day fortnight, you will be reporting to the Manager of Finance and be responsible for overseeing the financial systems and providing effective accounting support to the finance division. You will be responsible for managing and motivating the finance team with 4 direct reports.

    Some duties and responsibilities include:

  • Coordinate and oversee the Accounting functions - Accounts Payable, Account Receivable, Payroll, Inventory & Plant.
  • Coordinating and overseeing the finance team.
  • Weekly reconciliation of bank accounts and investment of funds.
  • Overseeing subsidiary ledgers and performing monthly reconciliations.
  • Performing expenditure reviews and acting as co-signatory for cheque and electronic transfers.
  • Maintaining the structure and content of the General Ledger.
  • Producing monthly and quarterly budget reports.
  • Prepare Annual Fringe Benefits tax returns and assist in preparation of annual financial statements and other statutory reports. To be considered for this position you must demonstrate knowledge, understanding and experience across the following essential criteria:

    Essential:

  • Formal qualification in Business or Accounting.
  • Demonstrated experience in developing, reviewing and reporting on budgets.
  • Demonstrated experience in lodging end of financial year requirements including FBT and GST and general operational annual returns.
  • Demonstrated ability to lead a work team and ensure day to day, monthly and annual requirements of the finance area are met.
  • Demonstrated advanced skills in using Microsoft Excel.
  • Demonstrated advance report writing, verbal and written communication and interpersonal skills.

    Desirable

  • Demonstrated experience in supervising a finance team.

    You will be responsible to undertake complex finance related work that is guided by legislation, policies and procedures. This position will perform various activities that may include financial accounting, management accounting and financial analytics.

    Duties for this position include but are not limited to:

  • Accountable to provide accurate operational and financial advice and support
  • Develop plans and objectives for short-term finance projects
  • Monitor emerging financial issues and identify likely risks and impacts
  • Coordinate and support others working on specific finance projects or work programs

    The successful candidate must have:

  • Tertiary level qualifications in Accounting or Finance
  • Possess (or be working towards) membership of CA, CPA or other equivalent professional finance bodies together with relevant finance experience

    The hourly rate range for this position will be $51 - $55 plus 9.5% superannuation. This is a security assessed position. Applicants must be an Australian citizen, with successful candidate either holding or having the ability to obtain a Baseline Australian Government security clearance or undergo other employment suitability checks.

    Our Federal Government client, based in Geelong, is seeking 3 experienced Project Officers to join their State Relations team at the APS5 level.

    This is a key role in supporting the Branch in managing key relationships with jurisdictions. The work will be varied, fast-paced, and highly valued.

    The Project Officer will provide high level support to management and senior executive, and will be required to:

  • Develop and/or coordinate briefing material to support Executive attendance at intergovernmental and trilateral forums.
  • Develop and support relationships with internal and external stakeholders to achieve objectives, and anticipate and respond to stakeholder needs and expectations.
  • Build governance-related capability across the Agency by engaging and working with subject matter experts, implementing processes and tools, and undertaking continuous quality improvement of existing practices and processes.
  • Proactively develop and manage planning and timeframes for attendance at meetings.
  • Maintain the register of actions and risks arising from trilateral forums and prepare progress reports for the senior executive.
  • Critically analyse information from a variety of sources to identify and monitor emerging themes and issues.
  • Monitor and record issues and concerns raised by States and Territories to assist with Agency briefing and relationship management.
  • Take the initiative to progress work to meet business objectives, provide advice and guidance on more complex issues.

    Ideally the successful candidate will have:

  • Extensive experience writing for Government.
  • Understanding of the governance arrangements for the NDIS and the Agency’s responsibilities and involvement in intergovernmental and trilateral forums.
  • Have excellent leadership qualities in connecting with internal and external stakeholders.
  • Be able to work collaboratively with others to deliver on the objectives of the Agency and for building strong links between State and Territory Governments and the NDIA.
  • Be highly organised in coordinating and monitoring projects, reporting progress against actions and escalating identified risks.
